How does PAO relate to the Major System?
The Major System can generate the Person from a number's sounds; PAO then adds an Action and Object to reach three items per image.

They stack neatly. The Major System converts a 2-digit number into consonant sounds and thus a word/person — that becomes the Person slot. PAO extends this by also fixing an Action and Object for each number, so instead of one image per 2 digits you get one composite per 6 digits. Major System = encode 2 digits; PAO = fuse three such encodings into one scene.
