What does transparency mean as a data protection goal, and what measures implement it?

Transparency means that the processing of personal data occurs in a traceable manner — data subjects, operators, and supervisory authorities can verify and assess what happens with personal data.

Legal basis: Art. 5(1)(a) GDPR explicitly requires transparency as a core principle.

Transparency applies to three stakeholders:

  1. Data subjects — The right to know how their personal data is used
  2. Data controllers/operators — Must understand their own data processing activities
  3. Supervisory authorities — Must be able to audit and assess compliance

Measures to implement transparency:

Level Measures
Documentation Record processing activities, tests, approvals, internal/external contracts
Data level Log all data processing operations, access events, and modifications
System level Document deployed systems, their configurations, changes, and administrative interventions

Practical examples:

  • Privacy policies that clearly explain data processing
  • Data processing registers (mandatory under GDPR Art. 30)
  • Audit logs that track who accessed what data and when
  • Cookie consent banners that explain tracking purposes
