The grid:
- Rows (vertical integration): Normatives Management → Strategisches Management → Operatives Management — each level concretizes the one above
- Columns (horizontal integration):

- Aktivitäten (activities): Unternehmenspolitik → missions → programs → Aufträge (orders)

The integration insight: policy (activity) without matching structures and culture fails. A security policy (normative activity) needs an org structure that enforces it and a culture that lives it — change all three columns or change nothing.
