What is the HSG model of integrated management (Bleicher), and what do its dimensions mean?

A St. Gallen framework that integrates the three management levels (normative, strategic, operative) across three columns — structures, activities, and behavior — both vertically and horizontally.

The grid:

  • Rows (vertical integration): Normatives Management → Strategisches Management → Operatives Management — each level concretizes the one above
  • Columns (horizontal integration):
    • Strukturen (structures): Unternehmensverfassung → organization structures & management systems → organizational processes & disposition systems
    • Aktivitäten (activities): Unternehmenspolitik → missions → programs → Aufträge (orders)
    • Verhalten (behavior): Unternehmenskultur → Problemverhalten → Führungsverhalten

Everything feeds Unternehmens-Entwicklung (corporate development — inner, outer, and both).

The integration insight: policy (activity) without matching structures and culture fails. A security policy (normative activity) needs an org structure that enforces it and a culture that lives it — change all three columns or change nothing.
